YEREVAN. – The law on the 2014 State Budget is ceremonial in Armenia, and it functions to the extent of the interests of the officials.   

Political scientist, former presidential candidate Andreas Ghukasyan noted the above-said at a press conference on Friday.

In his words, the government is not constrained by the budget law. 

“The important feature is that, with the 2014 budget, the government has envisioned levying revenue over one trillion [drams; approx. $2,459,720,913] from the Armenian people. It is absurd but Armenia [itself] is the largest taxpayer,” Ghukasyan added.

In turn, however, ruling Republican Party MP Artak Davtyan stated that the past years’ budget performances enable to say that the 2014 State Budget likewise is realistic.
