Foreign Ministers of Russia, Germany, France, and Ukraine agreed to continue negotiations on Donbass issue within the framework of the Contact Group at ministerial level, said the Russian Foreign Minister Sergei Lavrov during Norman format meeting. "The final arrangements are possible, only if all the parties to the conflict are present, I mean the government of Kiev and representatives of Donetsk and Lugansk," he said.
