The Armenian Parliament has held a hearing of a draft field manual of the Armenian Armed Forces. International experts participated in the discussions.
Armenian Deputy Minister of Defense Ara Nazaryan pointed out that the new manual regulates relations, powers and duties of the personnel. The document also envisages the institute of complaints. Nazaryan said that the document envisages such institution as battalion of military offenders in lieu of "the guardhouse" as a means of administrative punishment. "I am sure that the new provision will improve the situation in the Armenian armed forces," Zanaryan said. The bill also grants soldiers` the right to appeal the command`s orders.
The international experts that participated in the hearing made their proposals. Specifically, soldiers have the right to disobey commanders` anti-constitutional orders. Otherwise, they are to be called to account. Moreover, the international experts believe that the servicemen receiving criminal punishment are not to be liable to administrative punishment. They also propose a point on disrating servicemen that serve at the battalion of military offenders.
