There is privileged class in Armenia that can violate laws and evade taxation without being punished, and the Government does not take any measures, Vahan Hovhannisyan, Chairman of the Armenian Revolutionary Federation Dashnaktsutyun (ARF-D) parliamentary faction, stated at the parliament hearing of a draft manual of the Armenian armed forces.  

He doubts that the new manual, as well as other laws, will not be violated. "A few years ago, when asked about Armenia`s most fully-fledged institute, we, irrespective of our party affiliation, could without any doubts say it was the army. Now, however, it is difficult to give a clear answer to this question because there is a  privileged class in the army as well - they are allowed to violate laws, take bribes, humiliate and torture soldiers," Hovhannisyan said.
