YEREVAN. – The central government in Armenia has completely subjugated the local authorities to itself.
Non-pro-government Prosperous Armenia (PAP) National Assembly (NA) Faction member Stepan Margaryan, who is also Chairman of the NA Standing Committee on Territorial Management and Local Self-Government, stated the aforesaid on Monday.
In his words, a system has formed in the country when the central government controls virtually all regional budgetary flows. As a result, the local authorities are unable to resolve almost any matter.
“So, no one believes that the matters can be resolved objectively.
“[And] how can this be counteracted? By changing the mechanisms for forming government, [and] accepting those [mechanisms] in whose case the ruling [political] party will not abuse its levers in the fight against the political opponents,” Margaryan noted.
