A Russian Ministry of Emergency Situations motorcade is taking humanitarian aid to Donbass (i.e., the Donets Basin), reported RIA Novosti news agency of Russia.    

“More than 170 vehicles have left from the Rostov Oblast [i.e., Province] and are heading towards the Russian-Ukrainian border,” stated Oleg Voronov, the deputy head of the ministry’s National Center for Crisis Management.

According to the Russian source, the motorcade is taking more than 1,800 humanitarian aid—whose over 80 percent being food—for the most affected residents of Donetsk and Luhansk.  

But Ukraine repeatedly states that, under the guise of humanitarian aid, Kremlin sends arms and weapons to the conflict zone.
