Armenia’s constitutional reforms project allows solving all the most important global as well as inter-community issues through referenda, Armenia’s Parliament Speaker Galust Sahakyan said today at the meeting with the participants of “Baze” Pan-Armenian Youth Gathering in Armenia’s spa town Tsaghkadzor.

According to him, currently there are some political parties which are for the presidential form of governance, although their programs mention about the parliamentary governance form. “Why is this so? For any party, the presidential form of governance is more beneficial, since they will have their own president. The social processes themselves have resulted in the necessity of nation’s participation in the governance process,” Sahakyan said.

Responding to the question on whether switching to the parliamentary form of governance will not pose a threat to the security of the country, Sahakyan said: “Strategic appointments in the country cannot take place without the opposition. As to the Commander-in-Chief, this has a solution as well. Of course, the practice is taken from Israel and Germany, In case of war, the PM becomes the Commander-in-Chief of the country.”

In Sahakyan’s words, the PM is not the leader of the troops; he becomes the Commander-in-Chief to be able to mobilize all the resources of the country. “There is no threat here. Conversely, each issue is discussed collectively. We are trying to implement processes in a way that will ensure the economic development and security of the country,” Sahakyan said.

The Specialized Commission on Constitutional Reforms in Armenian has already published Chapters 1-15 of the draft Constitution, which stipulates switching to the parliamentary form of governance. According to the head of the ruling Republican Party of Armenia (RPA) Vahram Baghdasaryan, the draft Constitution will most probably be put forward for discussion in Armenia’s Parliament in September.
