The following institutional statement was adopted at the April 26 regular session of the meeting of the heads of factions that are represented in the city hall of Donostia (San Sebastián), the capital city of Gipuzkoa Province of the Basque Country (Spain), and the city mayor approved this statement on May 5.

“The Donostia (San Sebastián) City Hall,

“1) Conveys [Nagorno-Karabakh (Artsakh) capital city] Stepanakert its support at this difficult time, reaffirming its population’s right to live pacifically and in a normal way. 

“2) Calls on all parties [to the Karabakh conflict] that they return to the situation that prevailed before the ceasefire violation (…).

“3) Calls on all parties [to the conflict] that they settle their disagreements within the framework of the [Organization for Security and Cooperation in Europe (OSCE)] Minsk Group, (…) always respecting the will of the people.

“4) In this regard, requests that Nagorno-Karabakh have its own voice in the Minsk Group negotiations on Nagorno-Karabakh.”
