The IMF has set a number of conditions for Ukraine to able to receive the fourth tranche, reports the Apostrofe referring to the updated version of the  Memorandum of Cooperation . In order to receive the tranche, Ukraine needs to hold a pension reform , optimize the system for payment of housing subsidies , as well as to develop a mechanism for increasing gas and heating tariffs.

Ukraine should adopt a law in December 2016, which will ensure a gradual change of the retirement age. Another requirement according to the statement is to introduce temporary mechanisms for quarterly adjustments of tariffs for heating and gas in case the rates change for 10 percent or more to cover the cost of gas imports.

By the end of December Ukraine will adopt more transparent legislative changes for privatization . In addition, all the senior officials until October 2015 will submit electronic declarations of their properties. Again, by the end of November, the parliament must adopt legislation concerning the National Anti-Corruption Bureau of Ukraine .
