Transition to a bicameral parliament is a delicate matter, which needs a thorough discussion, Vice-Chairman of the Heritage Party Ruben Hakobyan told Armenian News-NEWS.am.

“I studied the experience of Greece. They want to form a bicameral parliament. They made numerous futile attempts for many years. Attempts to involve Diasporan representatives in the country’s domestic life cause strife,” Hakobyan said. “Of course, we should find the mechanism that would enable us to use the Diaspora’s potential in state governance,” he said.

“However, we must not announce the formation of a bicameral parliament without any preparatory steps. It arouses concern. Such an important project may lose its value as a result,” Hakobyan said.
