The United States is supportive of the European Union`s (EU) efforts to promote political and economic reforms in Georgia, Armenia and Azerbaijan - in democratizing, rule of law, human rights and proper state governance. The U.S. is also supporting the European Partnership initiative of democratic development, stability and prosperity, Ian C. Kelly, U.S. Representative to the Organization for Security and Cooperation in Europe (OSCE), stated in response to EU Special Representative for the South Caucasus Peter Semneby at the OSCE Permanent Council`s sitting in Vienna, Feb. 10, 2011.

Azeri mass media report that, on behalf of the United States, Ian Kelly called for honoring the ceasefire agreement signed by the Russian and Georgian Presidents through EU mediation on August 12, 2008.

Peace settlement of unresolved conflicts remains one of the most important tasks facing the OSCE. The member-states` different attitude to conflicts hindered the adoption of a draft action plan in Astana, Kelly said. To consolidate common security, the member-states must redouble their efforts to settle the disagreements and find long-term solutions to the conflicts.
