RA Chief Presidential Military Inspector, Lieutenant-General Mikael Harutyunyan does not rule out a new Armenian-Azerbaijani war. "I do not rule out this possibility. It may be ordered by those higher up, and it may result from a local incident. The Azerbaijani army will lose the war, and Azerbaijanis are well aware of that," the Genera said in his interview with the Hay Zinvor newspaper.

Comparing the Armenian and Azerbaijani armies, General Harutyunyan said: "Decades after it gained victory in the Great Patriotic War, the Soviet army was proud of the glory and spirit of that victory. Even now our army enjoys the victory gained due to our forefathers` heroism. That is, the victor`s psychology and the loser`s complex are very durable. If you lose, you are deprived of the moral right to order your soldiers: `You must win`. If you flee the battlefield, your words about heroism and self-sacrifice will not move the hearts of the ones hearing you.
"I would like to cite one example. During the war Azerbaijani Minister of Defense Safar Abiyev and his army clashed with our army under Seyran Ohanyan`s command. The Azeri army was defeated, and Abiyev himself fled from before Seyran Ohanyan`s eyes. In case a new war breaks out, Abiyev`s army will have to meet Seyran Ohanyan`s army. It is only half the trouble. Our national heroes won the war, whereas Azerbaijan`s national heroes lost it. And can a loser be a hero? Azerbaijan has no heroes now."

General Harutyunyan pointed out a poor moral and psychological atmosphere in the Azerbaijani army - several times as many murders are committed there as in the Armenian army.

The Armenian army is a system with "the hammer-and-the-anvil discipline". "But discipline is not to be established in such a way in the 21st century. The military budget is not all-powerful, and they have insurmountable problems. We have created a strong defensive line, and breaking through it will cost Azerbaijan such huge losses that the balance of forces will swing in our favor," General Harutyunyan said.

"Azerbaijan is arming itself, waiting for a moment it will have an advantage over us. The only way of averting war is to be stronger than Azerbaijan. Nevertheless, with its military budget and officers trained abroad Azerbaijan is not trying to get back what it once lost. Our people and army will not give it such a chance in future as well," General Harutyunyan said.
