After each amnesty, a certain number of people released by amnesty become recidivists and are returned to penitentiary institutions. This is what Minister of Justice Artak Zeynalyan stated during the April 10 event dedicated to the first anniversary of the establishment of the Supreme Judicial Council, touching upon the fact that 70 amnestied people have committed 130 crimes after amnesty.

He noted that this was predictable. “There are still no verdicts and these crimes have yet to be confirmed, but there are statistics that we have talked about in the National Assembly and during non-official meetings. Nevertheless, it was very important for Armenia to declare amnesty,” the minister said.

According to him, Armenia is currently implementing programs to subject people released from penitentiary institutions to socialization, help the unemployed find jobs and provide them with benefits so that they aren’t compelled to steal in order to solve their vital issues.
