YEREVAN. – Hraparak daily of Armenia writes: "The draft of the new Electoral Code [(EC)] will probably be published this week," said Daniel Ioannisyan, head of the ‘Union of Informed Citizens’ NGO, yesterday.

According to him, the new code will no longer have a rating electoral system, and if the parliament adopts the bill, the upcoming [parliamentary] elections will be held by the proportional [representation] electoral system.

Apparently, the draft EC will be voted on in the NA [the National Assembly] at the end of April, as they have decided to listen to the opinion of the Venice Commission, too, whereas the sitting of the commission is in March.

Ioannisyan also said that it would be good that they organize an election only 6 months after the adoption of the code. "Of course, it is technically possible in a month, too, but it is not desirable."

Judging by these statements, we can assume that the government has changed its mind and plans to hold snap [parliamentary] elections as early as autumn.
