Today in the National Assembly of Armenia, on the initiative of Sisak Gabrielyan, a member of the parliamentary Standing Committee on Science, Education, Culture, Diaspora, Youth and Sports and an MP from the ruling Citizens' Agreement party, the bill limiting the use of pyrotechnics in the country was discussed. It was initiated with the participation of former Deputy Prime Minister Tigran Avinyan.
According to the draft, only licensed organizations will be able to launch fireworks, and only during municipal and national holidays. According to Gabrielyan, they regularly receive complaints from citizens. In particular, they complain about the inconvenience and noise from fireworks at night. "In 2021, for example, a child lost his fingers because of fireworks, and an elderly person had a heart attack during the fireworks," said the parliamentarian.
In his opinion, accusations against the police made by disgruntled citizens are not always justified.
"Police officers arrive on the scene after a minute of fireworks and do not find the culprits," said Gabrielyan, pointing to the difficulties. He is convinced that the police officers are simply not able to respond so quickly.
The Head of the Parliamentary Committee proposed to fine 2-3 million AMD for the illegal sale of fireworks. According to the former Deputy Prime Minister, the heads of the communities should determine the place and time of the fireworks. "Let's delegate this power to the heads of the communities. Let them decide whether the significance and scale of an event corresponds to the level of its implementation. That is, whether it is worth it for the citizens to hear the sounds of fireworks within 8 km," Avinyan explained.
This proposal was approved by the members of the commission.
As for liability, according to the former government representative, the authorities are conducting a strict licensing process. It is expected that there will be few licensed companies, and their imported products will be subject to registration.
