Russia continues to purchase sensitive goods and Western-made goods from third-country entities, often without the government's knowledge. This is stated in a statement by the UK government.
It also notes:
“Several countries, including those listed below, are taking steps to reduce the flow of Common High Priority List (CHPL) goods to Russia from their jurisdictions. Businesses should continually assess the export control environment in the countries with which they interact.
Businesses may wish to conduct enhanced screening when exporting at-risk products to certain countries to prevent re-export to Russia, although the risk of each country and individual trade may vary. The UK Government fully supports trade with these countries unless the final destination is Russia or any other authorized destination. The inclusion of a country on the list below does not entail any imposition of liability on that country for the actions of entities within their jurisdiction.
This list has been compiled on the basis of a number of risk factors. It includes data on trade flows of CHPL goods and analysis of trade in UK-origin goods with a higher risk of diversion by the UK government. It is by no means exhaustive and will be updated periodically.
When exporting goods from CHPL, businesses should consider conducting enhanced screening of customers located within, but not limited to, the following jurisdictions:
Armenia
China, including Hong Kong and Macau
India
Israel
Kazakhstan
Kyrgyzstan
Malaysia
Mongolia
Serbia
Thailand
Turkey
UAE
Uzbekistan
Vietnam”.
