The Hraparak daily of the Republic of Armenia (RA) writes as follows: We continue to receive complaints from the people Artsakh [(Nagorno-Karabakh)] [in Armenia] that obstacles are deliberately created before them in the matter of obtaining RA citizenship.
Let us recall that [Armenian PM Nikol] Pashinyan's authorities decided to change the Armenian passports issued to Artsakh residents, since they were issued with the code 070. After [20]23, they constantly called for changing the passports, but now they are hindering [it] by detecting formal shortcomings by notaries, disrupting the electronic queue, not processing applications for months.
We were told that there are people who applied for citizenship at the end of November last year, but have not received it to this day. Of course, the relevant department recently assured that there is no such thing, however, according to the calculations of the people of Artsakh, as of today at least 19 thousand people have applied for citizenship and found themselves in bureaucratic hassles.
The people of Artsakh have doubts that the authorities [of Armenia] have realized that they have an anti-government position, that they are the electorate of the opposition, and therefore they are deliberately delaying issuing them documents in order to prevent them from participating in the June 7 [parliamentary] elections.
According to the MIA [i.e. the Ministry of Internal Affairs], as of 2026, about 30 thousand people from Artsakh have become RA citizens, of which 9 thousand—children.
