A referendum on constitutional amendments is conducted Monday in the Nagorno-Karabakh Republic (NKR/Artsakh):
Numerous experts and media representatives have arrived in Artsakh to monitor this plebiscite.
A respective polling station has opened also in Yerevan, the capital city of Armenia, for the NKR citizens residing in Armenia.
These constitutional amendments envision a transition to a presidential system of government.
Under the current Constitution, which was adopted in 2006, it is a semi-presidential system of governance in the NKR.
