
The most important decisions for Armenia are made without relying on public opinion. Maria Zakharova, the official representative of the Russian foreign ministry, stated this in her program on the air of Sputnik radio.

They were not announced for several months, apparently, to insure with information technologies from the inside, in case of public anger, and then they were presented as something that had already happened and was inevitable. This is the position by which Yerevan entered the negotiations [with Baku] under the auspices of the West; this should be understood," Zakharova said.
