Azerbaijani Foreign Minister Elmar Mammadyarov is trying to shift responsibility for ceasefire violations on the Armenian side.

The co-chairs should first note that the Armenians “must withdraw from the lands they have occupied lands”, he told reporters after his meeting with Iranian counterpart Javad Zarif.

“Azerbaijan has already expressed its position, stating that the co-chairs should start working on a peace agreement based on the six-article Madrid principles. Serious negotiations are necessary for achievement of peace. Refugees and IDPs must return to their native lands. Most importantly, servicemen must return to their homes,” Mammadyarov said.

However, it should be noted that it is Azerbaijan that is refusing to withdraw snipers, to investigate incidents, to maintain ceasefire, and is rejecting the Madrid Principles.
