“Dear women:

“I congratulate you on Women’s Day.

“Both owing to the development of public policy and social relations, women’s opportunities have been consistently expanding in our country. We continue to broaden women’s involvement in all domains of public, political and economic life. In fact, it is you, who are doing it, dear women, by making progress in various professional fields, and by displaying high level of professionalism, conscientiousness, and great vigor.
