YEREVAN. – Propaganda of xenophobia and intolerance in Azerbaijani society towards Armenians is made on the level of a state policy, Karabakh Foreign Minister Karen Mirzoyan said during the media forum “At the Foot of Ararat”.
Despite Azerbaijan's attempts to ignore Karabakh side, presenting the conflict as a territorial dispute between Armenia and Azerbaijan, during the hostilities there were several stages of direct talks between Azerbaijan and NKR.
“As a result of direct contacts, around ten bilateral agreements were reached between Azerbaijan and the Nagorno-Karabakh Republic,”he said.
Constant provocations at the line of contact with Azerbaijan and constant threat of renewed war postpone the prospect of a final settlement of the conflict, Mirzoyan added.
“In a climate of mistrust between the parties it is extremely difficult to imagine reaching agreements, especially their implementation. The Nagorno-Karabakh Republic has consistently advocated the restoration of confidence-building measures, concrete proposals. Unfortunately, the Azerbaijani side did not accept any of the proposals to build confidence and security in the conflict zone,” the Foreign Minister said.
Moreover, he added that leadership of Azerbaijan declared Armenians the number one enemies of their country, pursuing a policy of isolation and blockade of Armenia and Nagorno-Karabakh.
