YEREVAN. – Baku and Stepanakert certainly must start a dialogue at some stage.

The Caucasus Projects officer of the London-based “Conciliation Resources” NGO, Laurence Broers, stated the aforementioned at the 89th Rose-Roth seminar of the NATO Parliamentary Assembly, and which is held in Armenia’s capital city of Yerevan. He noted this responding to Nagorno-Karabakh Republic MP Davit Melkumyan’s query on whether it is possible to succeed in the peace negotiations without Nagorno-Karabakh’s participation.

Broers also recalled that the Armenians of Karabakh had participated in these talks in the 1990s, and there is now a need for some changes.

And according to Robert Bosch Academy Fellow, Chatham House Royal Institute of International Affairs representative for Russia and Eurasia Affairs, and Azerbaijan Diplomatic Academy University Senior Research Fellow Zaur Shiriyev, Nagorno-Karabakh also had signed under the 1994 ceasefire agreement, and therefore it became a part of that document.
