YEREVAN. – Azerbaijan is focused on the principle of the territorial integrity, while Armenia is based on all three principles: non-use of force, nations' right to self-determination and territorial integrity, French diplomat Jacques Faure said in Yerevan.

Former Co-Chair of the OSCE Minsk Group said Armenia is trying to rely on the defense treaty with Russia. According to him, the Karabakh talks led to ideas, not precise results.

“What is the reason? The key reason is lack of trust between the parties, we mean the presidents. There is also a problem of diplomats who establish contacts between the presidents. Each of the parties speaks about arrangements that are not implemented by the other party,” the diplomat said.

Another key factor is arms race in the region, “with Azerbaijan's military budget being larger than the entire budget of Armenia.”

The diplomat stressed that there must political will and atmosphere of mutual concessions on Karabakh, adding that is a risk of escalation.
