YEREVAN. – Even if some Armenian and Azerbaijani political analysts accept the Madrid Principles, the document is nothing but lighter version of unilateral decisions, said Laurence Broers, the Caucasus Projects officer of the London-based “Conciliation Resources” NGO.

According to the Madrid Principles, the status of Karabakh remains vague.

“This implies that the guidelines are not as important in addressing the main issue - the status of Nagorno Karabakh,” Broers said.

The OSCE Minsk Group, in his view, is a small possibility of cooperation. “It seems that no one wants to lose this unique example of the harmony of forces. The Minsk Group has become a reliable factor, and it seems that all the partners appreciate it. The West no longer wants to go to the collision with Putin, and Putin, in turn, wants to show that he does not want problems with the West,” he added.,

He noted that it is necessary to terminate the monopoly of the presidents and foreign ministers of Armenia and Azerbaijan to hold meetings. 

“You can restore the link between the defense ministers, the negotiations can be led by agriculture ministers. Foreign Ministers should meet abroad and visit the countries of  each other,” Broers said.
