Neither the OSCE co-chairs nor its monitoring mission have the opportunity to identify the perpetrators without adequate investigations, Co-Chair of the OSCE Minsk Group Igor Popov said in an interview with APA agency.

He noted that the parties to the conflict have repeatedly declared their commitment to solve the conflict and disputed issues by peaceful, political and diplomatic means. However, the recent use of artillery, heavy machine guns and multiple rocket launchers on the contact line of troops and along the Azerbaijani-Armenian border lead to the intensification of clashes. There is a significant increase in the number of causalities including among civilians. The parties traditionally impose responsibility on each other for the violation of the ceasefire.

The Co-Chair recalled that back in 2011 during the meeting of Armenian and Azerbaijani leaders it was decided to carry out investigations of the armed incidents. The draft mechanisms has been elaborated by the mediators and submitted to the presidents. During the 2012 meeting in Sochi, presidents instructed Co-Chairs to continue work on the document.

Popov believes that practical appliance of this document is needed.
