The President of Philippine Rodrigo Duterte declares a state of emergency in connection with outbreak of “lawless violence ,” reports the Xinhua news agency. As the president’s press service notes, in accordance with the Constitution Duterte, as the Commander in Chief , can involve the army, which would be bound to operate within the country's legislation.

Rodrigo Duterte was elected in May elections. He is in favor of a large-scale struggle against people with drug dependence and distributors of drugs.  On Sunday it was reported that 2,400 people were killed during the fight against crime.
