Federal Bureau of Investigation is trying to collect enough evidence to allow the Ministry of Justice to bring charges against some of the Russian citizens whom the U.S. intelligence suspects of hackings of accounts of the U.S. politicians and parties, U.S. intelligence reported.

At the same time they note that it is extremely difficult to open such cases as the most compelling evidence against foreign hackers is often classified, Voice of America reported.

But the White House and State Department still believe that prosecution is the best way to respond to Russia's frequent attempts to break and discredit November elections, without engaging in open confrontation with Russian President Vladimir Putin.
