It is necessary to ensure access to Nagorno-Karabakh to monitor situation with the human rights, German Foreign Minister Frank-Walter Steinmeier said in his address to the delegates of PACE.

The Minister said he supports any initiatives of the Council of Europe aimed at ensuring systematic access to the territory of Crimea to monitor human rights there. He added that this refers “to the  territories of South Ossetia, Abkhazia, Transenestria and Nagorno-Karabakh.”

Steinmeier believes there have to be no “black holes” in terms monitoring protection of human rights.
