The reason for a lower level of Azerbaijan-U.S. relations is that foreign policy is not a priority of the U.S. Administration, Thomas Graham, Senior Director of Kissinger Associates, told Novosti-Azerbaijan.
According to him, the U.S. Administration hardly addresses the situation in the South Caucasus.
As regards the U.S. policy in the Caucasus, he stressed that the U.S. Administration has now focused on domestic economic problems.
It is clear that, after the recent midterm elections to the U.S. Congress, U.S. President Barack Obama will have to focus on domestic problems, Graham said.
As regards the U.S. policy in the South Caucasus, it is a follow-up to what has been before. For example, U.S. has not had an ambassador to Azerbaijan for about six months, Graham said.
