The PACE (Parliamentary Assembly of the Council of Europe) sub-committee on Karabakh is not established but  has just resumed its work, said political expert Alexander Iskandaryan.

Director of the Caucasus Institute recalled that the sub-committee was set up back in 2005, later its work was suspended as chairman Lord Rassel Johnston passed away.

According to the expert, the sub-committee will be used by Azerbaijani side as a lever to pressurize Armenia. However, it cannot be used as a tool to shift Karabakh talks from the Minsk Group to any other format.  All the more, it cannot replace the Minsk Group, he added. “Has committee done anything in the period of its existence? They even failed to organize a visit to the region,” he emphasized.

Summing up, Iskandaryan noted although sub-committee is of no benefit to Armenia it should not be boycotted. “Boycott is a wrong diplomatic instrument. We have just to work till the end,” he concluded.
