The legal base that served the criminal oligarchic system continues to operate in Armenia. This is what political technologist Armen Badalyan said during a March 8 press conference.
According to him, the public hasn’t been presented with a serious concept paper on development since the elections held in December 2018.
“The authorities’ agenda only includes operational issues. There is not even a word about conceptual changes and particularly constitutional amendments in the government program. We must not forget that the existing Constitution is “suited” for another person,” the expert clarified.
Badalyan added that the government only talks about three sectors (agriculture, IT and tourism) and doesn’t discuss the concept paper on reforms in the justice sector or on the development of industry.
“There is no concept paper on security. The last time a concept paper on security was adopted was in 2007,” he said.
