The commander of Libya’s rebel army Abdel Fattah Younes condemned NATO for its slow chain of command in protecting civilians from Gaddafi forces. During a press conference in Benghazai, he said that NATO disappointed rebels, letting the people die every day, RFE/RL reports.

Libyan Deputy Foreign Minister Abdul Ati al-Obeidi was appointed Minister of Foreign Affairs, after the former minister Musa Kusa joined the opposition and fled to London.

Former U.S. envoy to Tripoli Chris Stevens arrived in the rebel stronghold of Benghazi to discuss issues on U.S. financial assistance to Libyan insurgents.
