Hraparak daily of the Republic of Armenia (RA) writes as follows, in particular: The term of the social assistance program being given to [forcibly displaced] Artsakh [(Nagorno-Karabakh)] citizens expires in December; it is about the 40+10 thousand drams per person per month.

According to our information, discussions are going on in the [Armenian] government for a long time on the issue of stopping the program. They are developing another assistance program aimed only at certain social groups—in particular, minors, pensioners. But yesterday we learned that the [Armenian] authorities, predicting the wave of dissatisfaction that will rise after the end of the program, have decided to extend the program until [next] April.

It is no secret that the majority of [these] Artsakh residents pay their rent [in Armenia] thanks to this assistance; so, stopping it could become a reason for a riot. And from April to July [of next year], there will be a program of 30+10 thousand drams, each—but only for minors and pensioners—and from July to December [next year], they will be paid 30 thousand drams, each.

That is, they [i.e. the Armenian authorities] are doing the process of stopping [this social assistance program] slowly, reconciling little by little with the reality of not getting anything from the state, so that a wave of protest does not rise. This means: the RA funding directed at Artsakh for more than 30 years was stopped, and [Armenian PM Nikol] Pashinyan's authorities came out of Artsakh's loss [to Azerbaijan] as a financial gainer also.
