STEPANAKERT. – Marking December 10, that is, the day of the state independence referendum and Constitution Day of the Nagorno-Karabakh Republic (NKR), or Artsakh, NKR President Bako Sahakyan sent a congratulatory message.

The message specifically reads: 

“On that day in 1991, the people of Artsakh went to the nationwide referendum, like one person, and gave their votes in favor of a free and independent state, and they set on the extremely complex and difficult task of building it. The past twenty years came to prove that this choice was correct and just.    

December 10 is also the day of Constitution, the Fundamental Law of the Nagorno-Karabakh Republic; and it is already five years old. It became the main benchmark for the future development and progress of our country, which is on the road to democracy.      

And it is not a coincidence that these referenda, which were critical and crucial for Artsakh, were held on Human Rights Day. The rule of law, [and] the protection of the values specified in the Constitution, is the sacred duty of each citizen of Artsakh. This is the only road to our ultimate victory.”
