Hraparak daily of the Republic of Armenia (RA) writes as follows, in particular: We learned from diplomatic sources that even if Armenia and Azerbaijan come to an agreement on all points of the "peace treaty" today, it’s all the same; [Azerbaijani president Ilham] Aliyev will not sign the document, as the precondition is to amend the Constitution and renounce the Declaration of Independence [of Armenia].

Despite this failed situation of Armenia, Aliyev has a fear that the next Armenian authorities may cancel the decision of the current [Armenian] authorities to recognize Artsakh [(Nagorno-Karabakh)] as part of Azerbaijan and try to achieve success on the international platforms by raising again the matter of Artsakh being an Armenian, historical territory.

Meanwhile, [Armenian PM] Nikol Pashinyan desperately needs to sign that formality piece of paper which will not actually bring peace, but before the upcoming [parliamentary] elections [in Armenia], he will feed (…) with vain hopes that he has reached the final peace.

We were told that Pashinyan has offered Aliyev to sign the paper, including a clause where it will be specified that it will come into force when our Constitution will be amended, but Aliyev has rejected this, too, thoroughly degrading the RA prime minister who is begging for peace.

According to our source, Pashinyan realizes that at the moment he cannot hold a referendum [in Armenia] and amend the [country’s] Constitution. So, he wants to win the upcoming elections and only after that fulfill Aliyev's demand.
