The revenues, expenses, and deficit of Armenia’s draft state budget for 2025 have been reviewed, Minister of Finance Vahe Hovhannisyan announced Tuesday in the National Assembly, as he presented the final version of the draft state budget.

"Particularly, according to the revised draft of the 2025 state budget, the GDP is predicted to be 10 trillion 891 billion drams, the economic growth: 5.1 percent. Compared to the original draft, the noted indicators have been changed in the direction of decrease by 158 billion drams and 0.5 percentage points, respectively.

State budget revenues will amount to 2 trillion 837 billion drams, which is 35.5 billion drams less than the initial version. The noted reduction is mainly caused by the reduction of tax revenues as a result of the revaluation of the gross domestic product.

In conditions of keeping the tax-GDP ratio unchanged at 25 percent, tax revenues have decreased by 39.6 billion drams.

Official grants have increased by 1.6 billion drams, which is due to both the increase of the target and support grant (02:00) as well as the change in the exchange rate.

The increase of other incomes by 2.6 billion drams is due to the revaluation of individual types of income, as well as the change in the exchange rate.

State budget expenditures will amount to 3 trillion 441 billion drams, of which current expenditures will be 2 trillion 706 billion drams, and capital expenditures—734 billion drams. Budget expenditures have decreased by 40.8 billion drams compared to the first phase; moreover, current expenditures have decreased by 42.4 billion drams, whereas capital expenditures have increased by 1.7 billion drams.

The reduction of expenses is mainly due to the reduction of macro-reserves, in the amount of 48.3 billion drams, which was intended to manage the risk of possible reductions in the gross domestic product," added the minister of finance.
