US Secretary of State Antony Blinken on Tuesday proposed stabilizing the post-war situation in Gaza with the help of international security forces and interim UN leadership, while saying Israel must in turn negotiate a path to a Palestinian state, AFP reported.

Blinken laid out his long-awaited roadmap for Gaza's post-war development after the defeat of Hamas - days away from leaving office. Blinken acknowledged Israel's concerns, but also called for a new approach.

“We have long pointed out to the Israeli government that Hamas cannot be defeated by a military campaign alone,” Blinken said at the Atlantic Council think tank in Washington.

“Without a clear alternative, a post-conflict plan and credible political prospects for the Palestinians, Hamas - or something equally repugnant and dangerous - will revive,” he said. Blinken said the Gaza Strip should be under the control of the Palestinian Authority, which currently exercises shaky, partial control over the West Bank and has been repeatedly attacked by Israel. Recognizing the limitations of the Palestinian Authority, Blinken noted that an unspecified number of countries have offered to send troops and police to the post-war Gaza Strip.

He said the “interim security mission” would include both foreign forces and “vetted Palestinian personnel.”

“We believe that the Palestinian Authority should invite international partners to help establish and manage an interim administration in charge of key civil sectors in Gaza, such as banking, water, energy, and health,” Blinken said.

The Palestinian Authority will coordinate with Israel and the rest of the international community, which will be asked to provide funding.

According to Blinken, a high-ranking UN official will lead the effort, which will be enshrined in a UN Security Council resolution.

“The interim administration will include Palestinians from Gaza and PA representatives selected after constructive consultations with the communities in Gaza,” Blinken said.

He said the interim administration would hand over full responsibility to a fully reformed Palestinian administration as soon as possible.
