Businessman Aram Petrosyan, who threatened to blow up the Citibank branch in central Moscow, has surrendered to the police, TASS reports, citing the Russian Ministry of Internal Affair.

According to the source, the man had no explosives. The box wrapped by yellow adhesive tape, which was hanging on his neck, proved to be a stimulant with soil.

All the hostages have been released.
