MARTUNI. – Congratulating the winner in the elections is a part of political culture, which Armenia has still to integrate, incumbent President and presidential candidate Serzh Sargsyan told the voters in Martuni city of Armenia’s Gegharkunik Region on Wednesday, Armenian News-NEWS.am correspondent reports from the site.

“There are people who refuse to congratulate the winner of the elections. What should I tell them? Should I ask them to congratulate me? If they are elected, we will congratulate them, but if they believe that by congratulating a winner is not worth it, let it be so. I still hope that we will be integrated into political culture,” he said.
