YEREVAN. - If the leader of Armenian Heritage party Raffi Hovannisian, will remain in politics until 2018 and would be willing to run in the next presidential elections, he, as well as all other candidates, in theory,  will also have the opportunity to become the head of state, the vice-Speaker of the Parliament, the spokesperson for the ruling Republican Party of Armenia Eduard Sharmazanov told Armenian News-NEWS.am, commenting on vice-chairman of the Heritage Armen Martirosyan’s comment that yesterday the meeting of the third and fourth presidents of the country was held.

As for Martirosyan’s statement, that new parliamentary elections are necessary, according to Sharmazanov, the elections are not a concert at request.

“I am surprised that a person, who spent five years in Parliament, does not know that the National Assembly is dissolved under paragraph A of Article 74 and Part 4 of Article 117 of the Constitution,” Sharmazanov said.

As he recalled, paragraph A of Part 4 of Article 117 of the Constitution gives the President the right to dissolve the Parliament until the first session and call for special elections,

“However, the first session has already been held, the parliament cannot be dissolved,” he added.

Sharmazanov also noted that if the Heritage Party is so eager to participate in the elections, the elections to the Council of Elders will be held on May 5, they should consider taking part in them.
