YEREVAN. – Failing to fulfill Minsk arrangements is fraught with further escalation, Ukraine's Ambassador to Armenia Ivan Kukhta said.

“International community is drawing attention to Minsk agreement. If it is fulfilled by all parties, the war will be over,” Ambassador said.

The Ambassador named conditions for fulfillment of the agreement: withdrawal of armed forces and equipment from the conflict area, the end of Russia's sponsorship of militants, conducting of OSCE monitoring, exchange of captives and hostages, holding elections.

Ivan Kukhta pointed at a very difficult humanitarian situation in conflict-affected Donetsk and Lugansk regions. The Ambassador said the authorities in Kiev are trying to do what they can to sustain the regions, but admitted that it does not always work.

Asked about use of heavy artillery causing deaths of civilians, the ambassador wondered: “Where do the militants get modern weapons? Revolutions are done with machine guns, sticks and stones. But where do they get modern weapons?”
