YEREVAN. – National Assembly of Armenia Chief of Staff-Secretary General Hrayr Tovmasyan, who is also co-author of the constitutional reform package of the country, spoke with reporters after Thursday’s Cabinet session.

He noted that the draft of the new Electoral Code should be made public to some extent by early March.

Tovmasyan recalled that pursuant to the constitutional reform, the new Electoral Code of Armenia shall be adopted before June 1.

In all likelihood, the respective parliamentary debates and the discussions with NGOs will take place until March.

He noted that according to prior agreement, the draft of the new Electoral Code will be sent to the European Commission for Democracy through Law (Venice Commission) of the Council of Europe.

“It’s advisable that two prestigious organizations, such as the Venice Commission and the OSCE/ODIHR [i.e. the Organization for Security and Co-operation in Europe Office for Democratic Institutions and Human Rights], give a joint comprehensive conclusion [on this draft],” Hrayr Tovmasyan added.
