YEREVAN. - The first condition for the adoption of a good Electoral Code in Armenia is the presence of a political will of the country’s authorities.

Armenian Parliament MP Ruben Hakobyan, who was formerly the head of the parliamentary “Heritage” faction, stated the aforementioned at a debate on the new Electoral Code.

According to him, the second condition is the restriction of the authorities’ possibility to draw out the Electoral Code. Hakobyan also underscored the importance of the opposition’s role in this process, noting that the opposition forces must be able to put their own ambitions aside and submit joint proposals on drawing out the Electoral Code.

The opposition is insisting on the publication of the voter lists, clearing the lists from the dead and migrants, installment of web-cameras in polling booths and putting ink on fingers to avoid repeated voting. The new Electoral Code of Armenia must be adopted on July 1 this year. The parliamentary elections will be held in spring 2017.
