The WHO parties of the Framework Convention on Tobacco Control will likely discuss the issue of restricting or banning cigarettes at a conference, which will be held in Delhi in November, reports Kommersant.

They introduced the journalists a draft report with recommendations about the form and composition of the tobacco products. In particular, the report recommends to review a number of elements in the design of cigarettes.

According to the authors, thin design enhances seductiveness of tobacco . Despite the decrees of the WTO framework convention are not binding but rather recommendatory, they might obtain a legal status for the countries who had accepted the convention. For example, the Framework Convention issued recommendations not  to allow to smoke in public places in 2007 and not to advertise and sponsor tobacco in 2013, which were later included into the Russian legislation.
