YEREVAN. – The late June meeting between Armenian and Azerbaijani Presidents in Kazan will issue a challenge to the political regimes in two states. Regardless a document will be signed or not, the presidents’ meeting will bring about changes in regimes, expert Andreas Ghukasyan told reporters in Yerevan today.
“The ruling regimes neither in Armenia nor in Azerbaijan are able to establish peace and launch a war. Having a functional role both regimes have exhausted,” the expert emphasized.
According to Ghukasyan, Kazan meeting will determine whether the OSCE Minsk Group will carry on its activities or not. “If the Azerbaijani President fails to sign the document on the negotiating table, the format will change as such. The OSCE cannot wait for Armenia and Azerbaijan to settle the issue. We have agreed to the principles on the negotiating table unlike Azerbaijan. So Baku should weigh all pros and cons within a couple of days and come to a conclusion,” Ghukasyan noted.
The experts stressed if the conflicting parties achieve a document in Kazan, it will serve as basis for ratification of Armenia-Turkey accords. “It is evident the two issues are interrelated,” he concluded.
Presidents of Armenia, Russia and Azerbaijan, Serzh Sargsyan, Dmitry Medvedev and Ilham Aliyev are expected to meet in Kazan on June 25.
