Negotiation process over Karabakh conflict resolution proceeds with variable intensity, since this up and down ensures peace in the conflict zone, said the Director of the Armenian branch of the Institute of CIS countries Alexander Makarov to Yerevan-Moscow TV bridge.

He emphasized that the proposals of OSCE Minsk Group co-chairs should change, Helsinki principles, with their fundamental point of people’s right to self-determination, will nevertheless remain the basis for Karabakh conflict settlement.

“However Baku will never agree to this principal,” marked Makarov, adding that the resolution of Karabakh conflict is impossible without Stepanakert’s direct participation.

He also noted that all OSCE Minsk Group co-chairing countries are interested in peace in the region: Russia needs peace at its borders, Europe view South Caucasus is an important transportation corridor, and the U.S. as a superpower having interests in all regions.
