YEREVAN. –Parliament speaker Hovik Abrahamyan’s adviser Davit Melkonyan will represent Armenia at European Court of Human Rights (ECHR) for one year, government official website informs.
Melkonyan’s appointment is in accordance to 4(e) point of statement of the conference devoted to the future of ECHR, which was held in Interlaken city in Switzerland. According to the statement, member states may send national judges or high leveled independent lawyers to the secretariat of ECHR.
Armenian Ministry of Finance refuses to cover the expenses of the business trip on behalf of state budget. It justifies the refusal by stating that the adviser does not represent the executive authority.
AMD13 million ($35,000) is necessary to cover the business trip.
At the same time, the government did not approve the position of the Ministry of Finance, as Melkonyan will represent entire Armenian state at ECHR. The issue will be confirmed on July 7 session of the government.
