MOSCOW. – Two Armenians from Armenia were arrested in Moscow on charges of stealing 2 million rubles (US$ 63,000) while renovating the city’s kindergartens and schools. They are charged with fraud.
According to investigation reports, representing themselves on behalf of a commercial organization, the members of the criminal team signed, between June and November of this year, state contracts with Moscow’s state-run institutions, to carry out complete remodeling in apartment buildings.
And in August and September, they presented fictitious documents that as if the activities were fully carried out, and therefore the state transferred around 100 million rubles (approx. $3,157,523) to the organization’s account.
But during subsequent inspections it became apparent that no renovation was conducted in three of the one-hundred kindergartens, but the respective payments were made.
