The US Department of the Treasury has lifted American sanctions from the transactions related to energy resources, Syrian authorities, money transfers, including through the central bank of Syria. The main license was issued by the Treasury Department.

As mentioned in the document, actions related to energy resources and Syrian authorities, which are prohibited in relation to the previously adopted US presidential decrees, are allowed until July 7, 2025 at 12:01 Eastern Time.

This refers to transactions concluded after December 8, 2024 with governmental entities in Syria, transactions in support of the sale, supply, storage or donation of energy resources, including oil, petroleum products, natural gas and electricity, in Syria, transactions that generally occur and are necessary in non-commercial personal money transfers to Syria, including through the Central Bank of Syria.

As explained by the US Treasury Department, the main license does not release any property from American sanctions, does not allow transactions involving military or intelligence organizations, the importation of oil or petroleum products of Syrian origin into the United States, any transaction for or on behalf of the Russian government, or on behalf of the Iranian government, or Iranian or in connection with the transfer of goods, technology, software, funds, financing, or services of Russian origin.

The Treasury Department added that the main license allows NGOs to carry out activities in the area of the rule of law in Syria related to government transparency, ensuring human rights and fundamental freedoms, as well as disarmament, demobilization, reintegration and peacebuilding projects, conflict prevention and regulation.
